What should you consider?

When you are offering a space for advertising, you need to be aware that whatever media is being put up, it is for public viewing which means that you are bound by certain regulations.

This does not mean that just because you have a large area, you can just enact a billboard. It depends largely on the location you are in and which municipal hall has the jurisdiction on these issues. As a rule of thumb, the following councils are responsible in the following locations:

  • Subang Jaya – Majlis Perbandaran Subang Jaya (MBSJ) or Subang Jaya Municipal Council
  • Kajang – Majlis Perbandaran Kajang (MPKJ) or Kajang Municipal Council
  • Kuala Lumpur – Dewan Bandaraya Kuala Lumpur (DBKL) or Kuala Lumpur City Hall

All matters related to licensing whether it is for advertising or business can be handled and sorted out through these respective councils and bodies. Where this is concerned, there are standard guidelines, rules and laws that govern all these issues. Each district might have its own set of rules that you must follow and they might differ from one district to another.

  2. Land Grant – Is the location your own privately-owned land or is it a leased land from the government? This information must be provided to us to be applied with the council
  3. Engineering drawing – This must be submitted in full to ensure that there is no danger to public safety. It is to ensure that when the media is built, it is with the best and safest quality assured
  4. Direction – Where will the board be facing? Is it facing a general public at large or to a certain angle? This information is extremely important as the council will need to know if it might pose any problem if viewed by the mass public. This is more significant if your media is electronic (like LCD boards).

FINAS (National Film Development Board of Malaysia) regulates film and moving image content displayed on outdoor screens throughout Malaysia. Any outdoor display showing video content, digital advertisements, or moving imagery requires FINAS approval regardless of venue or screen size.

Static image displays or text-only screens may not require FINAS approval, but content guidelines vary by location jurisdiction.
